MISSION

Our mission is to contribute to the advancement of good governance, democracy, and socio-economic development in Sierra Leone through the effective implementation of the APRM framework. We seek to achieve this by conducting comprehensive country reviews, engaging with stakeholders, and promoting evidence-based policy reform.

Where We Do It

Our work is primarily focused on Sierra Leone, where we engage with stakeholders across the country. Our office is located No 12 Poultney Street, and we conduct activities and events in various regions to ensure national coverage.

We collaborate with a wide range of stakeholders, including: Government institutions, civil society organizations, the private sector, academia and research institutions, international development partners, media organizations, political parties, decentralization and local government institutions, and traditional authorities.

African Peer Review Mechanism Sierra Leone Office

Mohamed Sheshu Sheriff is a visionary Sierra Leonean leader, currently serving as the Executive Secretary of the African Peer Review Mechanism (APRM) National Secretariat in Sierra Leone. Appointed by President Julius Maada Bio on September 8, 2023, Sheriff has been pivotal in driving the APRM’s mission to foster good governance and sustainable development across Africa. Sheriff's career is marked by a blend of strategic vision and practical expertise. Before his current role, he served as a Political Specialist at the U.S. Embassy in Freetown, where he was recognized for contributing to the resolution of one of Sierra Leone’s largest commercial disputes. He also held the position of Regional Research and Monitoring Officer-East at the National Commission for Democracy in Sierra Leone, showcasing his deep commitment to democratic principles and governance.

Academically, Sheriff is a PhD candidate at the Euclid University. He holds a Master’s degree in Diplomacy and International Affairs, a Master’s in Peace and Development Studies, and a Bachelor of Science in Peace and Conflict Studies. His educational background is complemented by various certifications in political advisory and gender and foreign policy. His professional excellence has been acknowledged through multiple awards, including Superior Honor Awards for diplomatic prowess and Meritorious Honor Awards for exemplary leadership. Under Sheriff’s leadership, the APRM National Secretariat has achieved significant milestones. He first reconstituted the National Governing Council, meticulously developed the APRM 2025 Annual Budget, and launched a nationwide awareness campaign on the Targeted Review on Unconstitutional Change of Government (UCG). His efforts have enhanced the Secretariat’s visibility and fostered collaboration with key partners, reinforcing regional integration and shared growth. Sheriff’s leadership style is characterized by strategic thinking, effective decision-making, and a commitment to innovation and accountability. He has emphasized the importance of collaboration for Africa’s advancement, advocating for governance structures rooted in democracy, transparency, and the rule of law. His contributions continue to significantly impact Sierra Leone’s governance landscape and the broader African continent.

Freetown, Sierra Leone – The African Peer Review Mechanism (APRM) National Secretariat is making notable progress in enhancing governance structures across Sierra Leone. Under the leadership of Mohamed Sheshu Sheriff, the Secretariat has effectively delivered as the head of the APRM to ensure robust implementation and promote good governance in Sierra Leone. APRM National Focal Point: This is a high-level government official or minister who reports directly to the Head of State or Government. His only job is to ensure that the APRM's goals are communicated and integrated into the highest levels of our government. This helps keep our leaders informed and aligned with the APRM's objectives. National Governing Council (NGC): The NGC is an independent body that includes representatives from various sectors of society, such as key ministries, parliament, civil society, media, private sector, youth, women’s groups, and marginalized communities. These respected individuals provide strategic guidance, oversee the APRM National Secretariat, and ensure that the review process is fair and free from political influence. The NGC also leads and addresses issues identified in self-assessment and country review reports through the National Programmes of Action (NOPA). APRM National Secretariat: Led by a technocrat, the APRM National Secretariat provides essential support to all national APRM bodies. This includes secretarial, technical, and administrative assistance. The Secretariat acts as a bridge between the NGC and the Continental Secretariat, ensuring smooth communication and coordination. It also supports technical research institutions, making sure that the APRM's work is backed by solid research and expertise. Technical Research Institutions: These institutions conduct research and provide technical expertise to support the APRM process. Their work ensures that the APRM's initiatives are based on thorough analysis and the latest data. By understanding these structures, citizens can see how the APRM National Secretariat is committed to promoting transparency, democratic principles, and sustainable development in Sierra Leone. This framework not only strengthens governance but also engages and educates the public, ensuring that the APRM's goals are effectively met for the benefit of our nation.
